Question: How is it in Hebrews 9:22 states only the shedding of blood can forgive the sinner. Where in Leviticus 5:11-13 a poor man can receive forgiveness of sins with offering only 1/10 of an ephah of fine flour?
Response: Evidently God made provision for those who were too poor to be able to bring a "meat offering." This gracious provision by God toward those who needed the blessing of forgiveness, but who were unable to bring the object that symbolized it, is a remarkable act of grace.
To be sure, I don't think there can ever be an actual remission of sins without the blood of Christ, But in "type" there were cases where remission and cleansing were affected without the "immediate" shedding of blood. (SDA Bible Commentary Vol. 1, p. 735)
